The 2011 Humanitarian Requirements Document (HRD) was officially launched on Monday 7th February in Addis Ababa. In his remarks at the launch, Mr. Eugene Owusu, UN Resident Coordinator, noted that, "Although the document itself can only provide a limited overview of the needs in each sector, the HRD remains the primary planning document for the government and its humanitarian partners and is, as such, an essential starting point for our collective work."

 Excerpt: Findings of the multi-agency assessment and subsequent monitoring results indicate that approximately 2.8 million people require relief food assistance in 2011. The overall good performance of the 2010 belg and meher rains contributed to improving the food security situation in areas that benefit from the seasonal rains, apart for some pockets in the eastern lowlands areas.

The food security situation is, however, deteriorating in the south and south eastern pastoral and agro-pastoral areas following poor performance of the 2010 deyr/hagaya rains (October to December), which has resulted in water and pasture shortage.

The total net emergency food requirement from January to December 2011 and non-food needs for the first six months amounts to USD 226,540,551. The net food requirement, including TSF needs, stands at 234,017 MT, estimated to cost around USD 180,561,400. In addition a total of USD 45,979,151 is required to respond to non-food needs of identified beneficiaries in the health and nutrition, water and sanitation and agriculture and education sectors.

The Rural Economic Development and Food Security Sector Working Group (RED&FS SWG) is looking for candidates to fill the position of Donor Coordinator (the successful candidate is expected to start 1 September 2010). The RED&FS SWG was formally established in April 2008 in alignment with the Paris Declaration on Aid Effectiveness principles following an official request to the Development Assistance Group (DAG) by Ethiopia’s Minister of Finance and Economic Development (MoFED).

The RED &FS Secretariat facilitates the work of the SWG and is responsible for collaborating with the Government Chair and Donor Co-Chairs of the RED&FS SWG to ensure effective delivery of the mandate of the SWG. The RED & FS Secretariat comprises two people,  a government coordinator and a donor coordinator. The government coordinator is housed within Ministry of Agriculture and Rural Development (MoARD), while the donor coordinator is housed at the World Bank, but is expected to collaborate with the Secretariat at MoARD on a daily basis.

Terms of Reference: Sector Working Group on Rural Economic Development and Food Security PDF Print E-mail

During a high-level retreat in Debre Zeyt and Addis Ababa government and donors agreed to "foster a process of harmonising development support and identify priority areas of intervention in line with PASDEP". Three clusters or focal areas were identified, based on a typology of rural households and enterprises in agriculture: (i) agricultural growth ― both for high value crops and for transforming subsistence farming, (ii) attaining food security, and (iii) improving the natural resource base (see appendix). This document describing the Terms of Reference of the Sector Working Group on Rural
Economic Development and Food Security builds on the outcomes of consultations and dialogue between government and donors that took place over the past year.

The Comprehensive Africa Agriculture Development Programme (CAAPD) is Africa’s initiative to boost agricultural growth and productivity to reduce poverty and hunger in Africa. at the request of the African Union, NEPAD, and regional economic communities, a meeting was held in Addis Ababa on Sept 7-9th in order define the donor approach to supporting CAADP at a country level. 140 people attended with representatives from development partners (including those from HQ and Agricultural Donor Working Groups) and African national government and regional institutions.

The meeting’s objectives were to:
• Deepen awareness on CAADP principles and processes among key donor and government actors, and review recent progress on CAADP at international and country levels.
• Discuss and agree the modalities, including principles and processes, through which donor support for CAADP aligned country plans can be mobilised and harmonised with on-going country led initiatives, including defining country processes for joint work on programme design.
• To consider the opportunities in the coming months for further significant progress, particularly at country level in terms of donor backing for CAADP compacts.
• To strategise on how upcoming high-level events (such as UN General Assembly, G20 and CAADP PP) can cement political backing for a serious and ambitious increase in action on food security and agricultural development, and build on international commitments already made to supporting CAADP as the African-led initiative to boost agricultural productivity
