Five-Year Capacity Building Programme for the House of Peoples’ Representatives (HoPR) and Regional Councils PDF Print E-mail

The strategy for the five-year technical assistance programme for the House of People’s Representatives and Regional Councils focuses on the following strategic objectives of strengthening and enhancing 1) the multi-party system by promoting inter-party dialogue, greater tolerance for different views, and consensus building by facilitating seminars, workshops, conference and discussion on a variety of policy issues, including on the Rules of Parliamentary Procedures 2) Parliament and the Regional Councils as institutions and make them centres of excellence and the supreme law making bodies of the nation by building the knowledge base and expertise of MPs and staff and by strengthening processes in the parliament to enhance their effectiveness as lawmakers and watchdogs (oversight) of the executive 3) the effectiveness and sustainability of parliamentary support mechanisms through improved terms of service and working conditions for MPs and Staff, and through institutional development for staff (i.e., building and sustaining more qualified, motivated and ethical staff who have the necessary capacity to manage resources and facilities); and 4) the representative function of Parliament and Regional Councils by enhancing Members’ capacity to perform constituency outreach; increasing citizens’ understanding of the parliamentary functions and interaction between MPs and citizenry.

The project also aims to foster formal and sustainable linkages and enhance capacity of the Parliament to increase level of Civil Society/NGO/Public contribution to law making and oversight process thereby increasing accesses to public including the media.

Capacity Building Project for the House of Federation (2007-2010) PDF Print E-mail

The project will provide support to strengthen the capacity of the House of the Federation (HoF) to perform the functions entrusted to it, by the Ethiopian Constitution and thereby contribute to good governance; namely, supremacy of the law and the Constitution, rule of law as well as stability of the federal system and its institutions. The total estimated project cost is US$ 3,938,400 out of which the Ethiopian Government will provide US$ 200,000.

The Ethiopian Constitution has empowered the HoF, among other duties, with the power to interpret the constitution and to decide on issues relating to the rights of Nations, Nationalities and Peoples to self-determination (including the right to secession). The HOF is also responsible to promote the equality of the people in Ethiopia and consolidate their unity based on their mutual consent; to find solutions to disputes or misunderstandings that may arise between States. In addition, it determines the division of revenues derived from joint Federal and State tax sources and the subsidies that the federal Government may provide to the States.

Strengthening the Capacity of the Ethiopia’s Federal Ethics and Anti--corruption Commission Sub-Programme (2008 – 2011) PDF Print E-mail

This sub-programme will support the Federal Ethics and Anti-Corruption Commission (FEACC) and regional counterpart bodies in a four-year sub-programme valued at $4 million (USD). It is fully aligned to the FEACC’s own strategic plan, and seeks the outcome of “A Federal Ethics & Anti-corruption Commission with enhanced capacity to (i) help to improve the effectiveness, efficiency and accountability of the Civil Service, (ii) take a lead on institutionalised, well-structured and systematised efforts to fight against corruption, and (iii) raise popular awareness of corruption issues”.
