The AMP, officially launched by the Ministry of Finance and Economic Development (MoFED) was developed by the Development Gateway (DG) in partnership with OECD, UNDP, WB, and Government of Ethiopia, with initial funding from the Development Assistance Group (DAG).

The AMP is a web-based tool that greatly enhances transparency of aid through making available timely, accurate and relevant information for both the government and Development Partners (DPs). It helps to make aid more predictable for the government as it facilitates DPs to provide timely disbursement data as well as requiring DPs to provide multi year planned disbursement information. On the part of the government, AMP requires providing information on actual utilization of resources and delivery of results and it has in built Monitoring and Evaluation tools. AMP also enables donors to easily identify areas for enhanced coordination.
