About the Development Partners Group
The Development Partners Group (DPG) comprises 30 bilateral and multilateral development partners. The main objective of DPG is to foster policy dialogue and coordinate/ harmonize development partners' support for effective implementation, monitoring and evaluation of the national development plan and Sustainable Development Goals (SDGs). While Ethiopia is one of the largest recipients of ODA in sub-Saharan Africa in terms of volume (USD 4.213 billion in2016), the ODA per capita translates to only USD 37, below the sub-Saharan average of USD 50 per capita.
The current project, "Phase V - Development Partners' Support to the Implementation of the Second Growth and Transformation Plan and Sustainable Development Goals " will end in June 2020,. The DPG Pooled Fund has three outputs that are implemented by the National Planning Commission, DPG Secretariat and the Ministry of Finance and Economic Development Cooperation (MoFEC).
1 - Effective support to the implementation of GTP II and SDGs provided;
2 - Effective dialogue between DPG and Government of Ethiopia;
3 - Aid Effectiveness and Harmonization Targets achieved.
The DPG Pooled Fund supports the implementation and monitoring of the aid effectiveness agenda in line with global commitments made in the Mexico High-Level Communique (2014), but also at the Busan Partnership for Effective Development Co-operation (2011); in the Accra Agenda for Action (2008); and the Paris Declaration (2005).
The DPG structure includes the DPG Heads of Agency, Executive Committee (ExCom), technical working groups, sector working groups and DPG Secretariat, but also refers to their associations to one another and the interface with Government.
DPG heads of agency meet on a monthly basis to discuss issues relevant to the development agenda in the country as well as emerging issues.
The DPG ExCom meets monthly prior to the Heads of Agency meetings and consists of nine (9) members, including the African Development Bank, DFID, EU, Italy, Ireland, Norway, , UNRC, USAID and the World Bank.
Five technical working groups operate directly under the umbrella of the DAG: (i) Governance Technical Working Group (GTWG) which consists of the Civil Society and Justice, Safety, and Conflict subgroups; (ii) Donor Group on Gender Equality (DGGE); iii. Health, Population and Nutrition (HPN), which consists of Nutrition DPs Forum and DPs group on HIV/AIDS; iv. Macro-economic Discussion Forum (MDF) and Public Financial Management (PFM). In addition to these five groups, the aid coordination architecture includes a few donor working groups as well as ten sector working groups that fall under the auspices of Effective Development Co-operation Task Force (EDCTF), chaired by MoFEC.
The DPG secretariat is hosted by the United Nations Development Programme (UNDP) country office in Ethiopia. The secretariat provides technical assistance and facilitates administrative and logistical support to the various working groups, DPG ExCom and HoAs. The Secretariat also provides advisory support to the Plannind and Development Commission and MoFEC, including project management support.
Each year, partners and the Government come together for one to two days to review progress of the country's Growth and Transformation Plan.
